Spencer Enterprises retained Peters Engineering Group to design plans for the modification of traffic signals at the intersection of Willow and Spruce Avenues in Fresno/Clovis to accommodate the proposed west leg of the intersection. Because the intersection is split between both the City of Clovis and the City of Fresno, coordination with both cities, as well as the client, was needed.
